Can non-electric scooters ride on the sidewalk?

In Spain, the possibility of riding on a sidewalk depends largely on the municipal ordinance, because national rules generally regulate skates, skateboards and similar devices while allowing local authorities to organize the use of pedestrian areas.

In practice, some cities allow manual scooters on sidewalks and pedestrian areas as long as users travel at walking speed, without endangering or disturbing people on foot. What national rules say about manual scooters

Spain’s General Traffic Regulations mention skates, skateboards and similar devices when stating that they should not travel on the roadway, except on roads or sections specifically intended for that purpose. This rule is not a general authorization to use every sidewalk, but it explains why a non-electric scooter is treated differently from an electric vehicle.

National legislation considers people traveling on foot to be pedestrians and also covers certain mobility devices. However, the manual scooter falls into an area that requires the national rule and local regulations to be read together. As a result, conduct allowed in one city may be restricted in another, even when the device and the way it is used are identical.

When a sidewalk can be used without creating conflict

When the local ordinance allows it, users must behave like people sharing a pedestrian space, not like cyclists with their own priority. That means moving slowly, keeping a safe distance, always yielding and getting off the scooter when the sidewalk is crowded, narrow or obstructed. In a pedestrian area, nobody walking should be forced to move aside.

Extra care is also needed near doorways, outdoor terraces, bus stops, schools and garage exits. A manual scooter may seem harmless, but its weight and speed, even when low, are enough to cause a fall after striking an older person or child. Headphones, mobile phone use and sudden maneuvers increase the risk and may affect the user’s liability if an accident occurs.

At pedestrian crossings, the safest and least debatable legal option is to get off and cross while walking beside the scooter. The same applies when crossing a sidewalk blocked by roadworks, street furniture or groups of people: walking with the vehicle keeps it under control and avoids turning a shared space into an obstacle course.

Municipal rules make the difference

Cities can establish specific conditions for non-electric devices. Some ordinances allow them on wide sidewalks, in parks and on promenades at walking speed; others reserve those spaces for pedestrians and authorize only specific routes. Local signs have practical priority: a visible prohibition is not cancelled out because the scooter is manual.

Fines are not the same throughout the country. The amount depends on the applicable ordinance and the specific conduct, particularly if there was danger, damage, entry into a restricted area or failure to follow an officer’s order. Before traveling through an unfamiliar city, check its mobility rules or route signs, since limits can change even between neighborhoods.

The essential distinction is simple: a non-electric scooter does not have a nationwide, unlimited authorization to use sidewalks. It may do so where municipal rules allow it and always with absolute priority for pedestrians. When in doubt, getting off and walking with it is the most respectful option and prevents a local exception from being mistaken for a general right of way.
